Jess Duran at His Retirement Party – after 38 years of dedicated service to the Community

July 5, 2016: Jess Duran, Director of Community Services & Parks, came to the City of Glendale began in 1978 as an Administrative Analyst with the former Community Development & Housing Department to oversee the Community Development Block Grant (CDBG) program and the housing rehabilitation programs. Jess held various positions before he was appointed as Director of Community Services & Parks (CSP) in March 2011. In his position, Jess also had oversight of the Verdugo Workforce Investment Board and Verdugo Job Center.

During his tenure with the City, Jess became known as a regional leader in community development and neighborhood revitalization. He was recognized for initiating the City’s Glendale Summer Youth Employment Program (Glendale Youth Alliance), was instrumental in creating the Neighborhood Services Program (including the Code Enforcement Program), and helped establish the City’s first emergency shelter and access center for the homeless in December 1996.

Jess has been instrumental in several important Capital Improvement projects:  the award winning $47 million joint-use Edison Pacific Community Center Park with the Glendale Unified School District (referred to as the Pacific Community Center), the Adult Recreation Center, the Pacific Park Pool, the Maryland Avenue Park, the restoration of the Glendale Heritage Garden, construction of two new trails at the Sports Complex, the complete renovation of Maple Park, and the completion of the Development Impact Fee Strategic Plan.

Jess holds a Bachelor’s Degree in Political Science from UCLA and a Master of Science in Public Administration from Cal State LA.  He and his wife Francine have two children and two grandchildren.
