Los Angeles Basin Regional Planning Unit Releases Regional Plan Modification for Public Review and Comment, February 7, 2019

The Workforce Development Boards (WDBs) of Los Angeles County are seeking public input on modifications to the region’s Workforce Development Plan.   The Draft Modification to the Los Angeles Basin Regional Planning Unit Regional Workforce Development Plan 2017-2020 is open for public review and public comments through Friday, March 8, 2019

Background: The LA Basin Regional Planning Unit is comprised of seven local Workforce Development Boards (WDBs) including:  City of Los Angeles WDB, County of Los Angeles WDB, Foothill WDB, Pacific Gateway (City of Long Beach) WDB, South Bay Workforce Investment Board, Southeast Los Angeles County WDB, and Verdugo WDB. The Four year Regional Workforce Development Plan is required under federal and state laws and is subject to the Governor’s approval. The Regional Plan Modification is specifically required to determine how the seven Workforce Development Boards plan to: 

  • Align, coordinate, and integrate reentry and workforce services to the formerly incarcerated and other justice-involved individuals;
  • Comply with State Plan guidance and state law relating to Multi-Craft Core Curriculum (MC3) pre-apprenticeship partnerships;
  •  Conduct a regional self-assessment using Indicators of Regional Coordination and Alignment to determine regional implementation progress in achieving the objectives of the California State Workforce Development Plan.

During the months of October through December 2018, an extensive stakeholder public input process was conducted within the City of Los Angeles and the six partner Workforce Development Board areas regarding the Regional Plan Modification and the Local Plans.

VWDB Releases Four-Year Local Plan Modification For Public Review & Comment, January 26, 2019

GLENDALE, CA -The Verdugo Workforce Development Board (VWDB) announced today that it released its draft Local Workforce Development Plan Modification 2019 document for public review and comment.

Background & Purpose

The Workforce Innovation and Opportunity Act of 2014 (“WIOA”) mandates regional workforce planning as does the State of California. Each of the seven local Workforce Development Boards of the Los Angeles Basin has drafted a local plan for its specific workforce development activities. These local plans align with the regional plan and will be attached to the regional plan upon local WDB approvals. 

The Local Workforce Development Plan for the Verdugo Workforce Development Area describes how the workforce development system will be implemented in the Cities of Burbank, Glendale, and La Cañada Flintridge. The Local Plan Modification will be implemented to assist the VWDB in meeting its vision of: “An economically vibrant, tri-city region with thriving businesses, youth and job-seekers on career paths that reflect their highest potential.”Funding for the workforce development system is primarily through the Workforce Innovation and Opportunity Act administered by the United States Department of Labor.

The Verdugo Consortium, serving the cities of Glendale, Burbank, and La Cañada Flintridge, is administered by the City of Glendale through a joint powers agreement. The Verdugo Consortium is governed by the Verdugo Workforce Development Board (VWDB). The VWDB is currently modifying its Workforce Development Act Five-year Plan for 2017 – 2020. The plan establishes the types of workforce development activities that will be offered in the Verdugo Area, including programs for unemployed job seekers, adults and youth. The Plan will also include programs to assist local businesses.

The VWDB will conduct forums to solicit public comment and recommendations on the Plan.

The meetings of the Verdugo Workforce Development Board (VWDB), and all of its subcommittees, are subject to the Brown Act.

Through a Joint Powers Agreement between the Cities of Glendale, Burbank, and La Cañada Flintridge, the City of Glendale administers federal job training funds received by our three cities. The three cities are designated as the Verdugo Consortium Workforce Area, which is governed by the Verdugo Workforce Development Board (VWDB).
